The GIB is the country’s external intelligence unit, tasked with foreign intelligence operations and surveillance.
The announcement was made via presidential decree aired on South Sudan Broadcasting Corporation (SSBC) on Monday evening. No official explanation was provided, in keeping with the usual practice of confidential personnel changes within the security and civil service sectors.
The appointment follows the transfer of Gregory Deng Kuac, the president’s brother-in-law, who previously held the GIB deputy role. Kuac was last week appointed as the new Undersecretary in the Ministry of Defence and Veteran Affairs, signaling a continued realignment of President Kiir’s inner security circle.
In another move within the security sector, the president promoted Napoleon Adok Gai, the former Managing Director of the National Communication Authority, from the rank of Brigadier to Major General. Gai, a former tech regulator, has been viewed as a rising figure in the NSS’s modernization efforts.
Changes in the Information Ministry
In separate decrees, President Kiir also revoked the appointment of Martin Mabior Mawien as Undersecretary of Information in the Ministry of Information, replacing him with Mawien Bulabek Chol Deng. No justification for the reshuffle was provided, but insiders suggest it reflects ongoing political realignments within the information apparatus.
These sweeping changes underscore President Kiir’s continued consolidation of power within key security and information institutions, amid rising political tensions and growing public scrutiny over transparency, governance, and national stability.
